Jalisco driving regulations

Has anyone driving in/through Jalisco encountered any transito that is enforcing Article 167 of the Jalisco Driving regulations?
It is not an issue with our car at this time but we do know a lot of ex-pats that continue to drive with expired tabs on their license plates.

This regulation addresses, among other items, driving with expired license tabs. Thought my comment about expired tabs might enlighten folks as to the topic.....sorry it didn't make it clear.
Just wanted to know if this was applied to the foreign community.
