Positive Trend?

A couple of articles appeared today indicating that the citizens of Cheran, Michoacan and Villa de Ramos, San Luis Potosí have had enough with the cartels and are fighting to take back their communities:

http://www.borderlandbeat.com/...s-fighting-back.html

Given the magnitude of the problem, have they just come to the realization that the military is spread too thin and that there is little to no integrity in law enforcement? An article in INFORMADOR estimates that it will take 12 to 13 years to achieve the January 2, 2013 certification goals as mandated by law:

This article from La Jornada says that after the first confrontation in San Luis Potosí in which three people were killed (apparently villagers defending themselves rather than sicarios) the Zetas returned and killed at least twelve villagers (by some reports as many as 25) and kidnapped a number of people:

News stories vary as to whether villagers resisted or the confrontation was between rival gangs, also various officials are denying that the bloody revenge raid took place or saying that it occurred on the other side of the state border.

Since I tend to be the eternal optimist, I had hopes that both stories were correct. As near as I can tell the story from Cheran doesn't appear to have the same questions.

This story from a San Luis Potosí paper today says that after being subjected to bandit atrocities for a month the El Salitral residents did fight back, with three sicarios and one local resident shot to death. The village is described as being like a ghost town, with most people afraid to appear on the streets and outside police providing uncertain protection. Other articles say that villagers armed mainly with stones and machetes have put up barricades on the roads.
