No direct experience in Leon but a search of Kayak indicates the standard American rental companies. I went through a research session with the very same companies at the Guadalajara airport. While some of the quoted daily rates may look quite attractive, one needs to understand that insurance may double or even triple the stated daily rate. In researching these companies, I personally found that they either were not willing or could not provide full details of their offered insurance coverage. Even with the added coverage offered when using AMEX, I wasn't comfortable with the lack of info. We ended up deciding on renting from an off the premise agency that was able to provide full details.
