I think it is ignored when driving, Rolly, but not when flying. Then you'd better have everything in order.

When traveling by car, I agree with you Rolly - 110%. I've only EVER heard of one person who was asked for the paperwork on their dog when crossing the border in a vehicle. The only other vehicle border crossing issue involving animals I've heard about was someone who had four dogs in the car (some report that the limit is two, but I've never been able to confirm this.)

However, there has been A LOT more emphasis and inspection at the airports - especially the requirement for the internal and external parasite treatments. I have heard or received email at my website of over ten cases (involving dogs and cats) since December, 2010 at the airports. Two of these situations involved quarantining the cat. And, in a few cases, some peso's exchanged hands to get things resolved.

The limit for free importing of dogs and cats is indeed 2.
More than 2 can be brought, but it requires more paperwork and a fee.

Official word here in English.

JUST FOR ANYONE'S INFORMATION INTERESTED: I CROSS AT LAREDO EVERY TWO MONTHS APROXIMATELY WITH PETS. IN THE LAST YEAR THERE HAS BEEN SOMEONE ABOUT 60% OF THE TIME WHO ASKS FOR "PAPERS" FOR THE PETS. THEY ACCEPT THE RABIES CERTIFICATES AND NEVER ASK FOR HEALTH CERTIFIACATES. THEY ALSO WANT TO LOOK AT THE ANIMALS TO SEE IF THEY ARE THE SAME ONES ON THE RABIES CERTIFICATES. SUCH AS ...IS IT A GRAY CAT OR A BLACK. THIS HAPPENES 20% OF THE TIME ONLY. NOONE EXAMINES THE ANIMAL TO SEE IF IT IS MALE OR FEMALE. I ALWAYS CARRY AT LEAST 3 PETS, AND SOMETIMES 4. THEY ARE ALL SMALL..CATS AND CHIHUAHUAS. NO PROBLEMS OCCUR. INITIALLY CROSSING IN MY MOVE TO MEXICO 4 YEARS AGP IN A MOTORHOME I CARRIED 13 CATS....AT ONE TIME. ALSO NO PROBLEMS. I HAD ALL POSSIBLE DOUMENTATION REQUIRED. BECAUSE THEY WERE CATS, NO ONE CARED. THE ONLY COMMENT BY THE CUSTOMS AGENT WAS..."WELL IF THEY WERE DOGS....'. HE BROKE OUT INTO A CHUCKLE LOOKING AROUND AT THE CAGES. HE THOUGHT I WAS CRAZY. VERY NICE MAN. ALL WENT WELL.

MY VETERINARIAN SAYS THAT IN THE AIRPORT AT LEON PEOPLE NEED HEATH CERTIFICATES NOW...BUT I WONDER IF HE IS JUST TRYING TO SELL THEM ....

In the publication by Gringo Dogs - it says expiration of rabies shot. We have been told that you can not get into Mexico with the normal three year vac. for rabies - that it is required a yearly shot. We travel between Florida and San Miguel with three dogs - always have our papers in order (a one year vac.) and have never been asked for them. We cross at the new bridge now near Mission, Texas that you do not have to travel thru Reynosa. Jan
