The motivation for the attacks on the staff and facilities of the US Consulate in Monterrey and Ciudad Juarez has never been made absolutely clear. Today's news contains a story of a "temporary" kidnapping of a Honduran consul in VeraCruz. The Honduran government, already incensed at the loss of some of its citizens in the Tamaulipas mass murder, is demanding an investigation. It doesn't take Sherlock Holmes to formulate a theory that the kidnapping was a message to the Honduran government to lighten up.
