Why are there ladders in the prison suitable for scaling the perimeter walls?

El Chapo Guzman escaped in a helicopter that landed--untouched--right in the prison yard a few years ago. Ladders are nothing--the prisoners have guns, drugs, cell phones, etc.

They tried to get back over in the morning, but someone on the outside stole the ladder.

It wasn't quite that spectacular. He was allowed to escape in a laundry van.
