I am not the expert, but the answer to your question is probably not. I used to have a computer that had Pandora preloaded in it. Whenever I would click on it, I would immediately get the message that Pandora is not available outside of The United States.
I tried using several of the programs that hid my ISP, but none of them worked for me. They always knew I was in Mexico. They do work in some areas in Mexico. It is iffy though and probably depends on the area you are in, who the Internet service provider is, etc. I use a Cablemas Internet connection here in Cuernavaca and not (never) Telmex.
I do have a couple of US radio stations I can listen to on my computer, but you must have the URL for their US website if they have one. This is one of them: http://www.warm1069.com/ It is in the Seattle area. There are a few others, do a Google search to find them.
Watching US TV stations free is also generally blocked down here on the Internet. There are a very few exceptions, such as http://www.okilydokily.ca/?page_id=132 clunky, but sometimes possible.
I have basically given up on listening to anything in English free here, less frustration, angst, and expense. I do listen to some music CD’s here, I don't care what language they are singing in, if the music is good, it is enjoyable.
We also watch DVDS sometimes. We have a multi region DVD player, and I have multi region programs in my computers to watch them too. The things we look for when buying DVD s now is what idioms (languages) and subtitles are available on them. My Mexicana wife prefers to watch movies in English with Spanish subtitles, I do too. We have bought some classic DVD movies in Spanish only. So my wife and her Mom can enjoy movies in their own language, in their own country, in their own home too. Legal, non-pirated DVD s are inexpensive to cheap here, most cities also have a Blockbuster store to rent DVD s here too.
