I don't know all the details of the Cavazos case but I had never heard the Santiago policemen acted on their own before your comment. Things like that just don't happen without involvement of the local cartel. The police were certainly implicated and the Milenio article you linked explains what precipitated the event and what happened. My personal "experience" with cartel convoys and reténes is involuntary which is why I referred to your experience as fortunate. People living in the Frontera have more exposure to more things whether they like them or not. Residents either accept it for the short term or get out. Not everyone can get out.
