California (snort of derision). I gave them a change of address just before I left permanently. Some months after my tags were due they finally contacted me for renewal, with fines and penalties and a very threatening letter telling me they would attach my bank account and charge me additional legal fees, and of course saying it was too late to go non-op. I gave California a change of address giving my full and complete Mexican address. When they did contact me they included my name, street but no number, no colonia or CP number, no city, just Michoacán, Mexico. The mail did arrive and not too long after the California postmark date. I paid their late registration fee and sent them an address correction thinking I would register non-op the next year. I've never heard from them again.
