Thanks for printing that, Demonio. The copy of the form wasn't entirely legible on my laptop. Knowing what that says now but not being applicable to my situation makes it clear as mud. It gives me an idea about why someone reported here about them taking their FMx upon arrival and requiring them to get the new form, or having confusion about having to do so.

I think IMN has to deal with a lot of interim situations at present while older tramites and visas remain in effect until expiration. A lot can be read into the new regs and the requirements but I think it's too early for anyone to pound the pulpit.

Where (in an official INM location), pray tell, does it say someone entering MX "has to declare their intentions"? It's not in any document or website I've looked at. ... Others here have cited the third bullet on the reverse side of the FMM form as the source of this misinformation. It reads:

For a foreigner holding a Mexican visa enabling him to obtain an FM3 or FM2, this FMM vouches for his legal stay for 30 days as of entry. IT IS VERY IMPORTANT that you exchange this FMM for an FM2 or FM3 immigration form within the time period indicated at the Regional Delegation of the INM closest to your residence. Otherwise you will be in an irregular situation and will be subject to sanctions provided for in the General Population Law. (note: the INM video explaining how to complete an FMM says the same thing, but refers to and shows a "365 day visa" - which is NOT an FM#).

If any of that means you have to declare your intentions or that one needs to exit and reenter if one changes their mind, you must have learned a different version of English than me. ....


I agree with Demonio that the wording of the bullet-point he's posted here says nothing about being obligated to declare your reasons for entering Mexico when filling out the FMM. Indeed, the wording is decidedly, bureaucratically, unclear! I don't understand what "holding a Mexican visa enabling him to obtain an FM3 or FM2" means. If someone comes to Mexico with the intention of looking for work, holding an FMM wouldn't even begin to help him fulfill the requirements for getting an FM3. Anyway, that's my take on the whole situation, at least for now, at 10:27 PM CDT!

Peter, I too was confused when this whole thing started (May 1st). I've spent a lot of time at the INM website and have managed to decipher what applies to me (a new FM# while in MX on a tourist FMM). It's a straight forward process and easy to accomplish. I'm a fluent Spanish speaker and it appeared like Greek to me at first, but now is clear as a bell. I would post step by step guide here, but it would probably be deleted because it didn't come from one of the favorites.

For now, just to end this debate on if you can apply for an FM# while on a 180 day tourist FMM:

Trámites migratorios (Migration Procedures)


Toda vez que cuentas con una legal estancia en el país acreditado mediante una forma migratoria la cual se encuentra vigente el trámite correspondiente es el cambio de tu característica migratoria.

Este trámite lo podrás realizar en la oficina del INM cercana a tu lugar de residencia.

Whenever you are legally in the country (MX) accredited by a valid migration form (like a tourist FMM), the appropriate action is to change your migration status.

This action can be accomplished at the INM office closest to your residence.

The next step takes place here: Trámites migratorios

Tramite consultado (Procedure requested): Cambio de caracteristica (Change of status)
Actividad solicitada (Solicited activity): No Inmigrante visitante rentista (FM3)

The page goes on to list the requirements for an FM3 which in part include Solicitud de trámite (Formato de estancia)

On that page it asks "What do you want to do? Select: Realizar actividades deferentes de las autorizadas (Achieve actions other than those authorized) because you want to do things that are beyond those allowed under a tourist FMM.

Then it asks you to specify and you select: Cambio de caracteristica migratoria (Change of migration status)

The rest is fill in your personal information. You print the application and together with the other required documents listed on the requirements page, you take it all to INM and you're DONE

Sorry, but the links may not take you to the intended page. The INM website always takes you to the start page. It's probably better to start at the beginning to better understand things anyway. If anyone wants help navigating through this maze, send me a PM and I'll walk you through or we can figure it out together. Since I will be moving to Guadalajara to live on July 7th and planned to enter Mexico on a Tourist visa and use the 180 days to find a place to live, I wrote an email to: Michel Sinsel. The email asked, “ I am planning to move to Guadalajara from California in July. I am planning to come into Mexico on a Tourist Visa for 180 days which gives me time to find a permanent place to live and apply for a FM2 Visa. Under the new system, can I enter on a Tourist Visa for 180 days and then apply for a FM2, or do I have to check the box “applying for a FM2” box on the new entry forms which only gives me 30 days? I hope I asked the question coherently. Thank You for your help.” I received the following reply. While I realize nothing is set in stone, perhaps it adds some clarity to this thread.

“You can enter on a tourist visa and then apply for de change to a permanent residence (FM2)

I hope I ‘answered your question”
