Who is processing the data anyway? One of the juicier scandals back during the last Presidential election here had to do with Hildebrando S.A. de C.V and their no-bid contracts for government data services. That the CEO of Hildebrando is Felipe Calderón's brother-in-law raised quite a few eyebrows. Not that in this instance Hildebrando is necessarily the culprit, but that it's very likely that personal information is being bought and sold, just like it is in other countries (as the LA Times noted), even those with "advanced" privacy laws. Mexican are -- in general -- pricklier about guarding their privacy than other people -- but the good old days of clumsy record keeping, ineptitude and human incompetence are being over-riden by machines.
