Identification at border crossings

Does anyone know what form of identiification is acceptable in order for a Mexican citizen to cross the border into the USA? Also, how does a Mexican citizen obtain this identification and what kind of documents need to be furnished in order to obtain it?

A Mexican passport (from the Mexican govenrment) with a visa (from a United States of American consulate).
