The place to start is with a local architect. If you are planning to build, you will need the services of an architect to get the permit. He/she will know all the rules and regulations. That is not completely correct. Architects will know the procedure for acquiring a building permit in a residential zoned area but if you are talking about undeveloped land there are many requirements only someone experienced in developments of this type. From the little amount of info you give it is impossible to know what you will need. Will you need a zoning change? Is there municipal supplied water and sewage? If you will have to do an environmental impact study that should be done before you apply for a building permit. SEMARNAT can and probably will put restrictions on what can be done in the area. You will, however have to submit the detailed plans for your project for the impact statement.
