In Jalisco, is there any authority over SIMAPA?

I'm wondering; if I have an issue with SIMAPA (Jalisco), in there any office higher in Chapala where I can go to seek assistance?

I believe SIMAPA is making a wrong decision on a legal matter and don't know where to "appeal."
