It is not unlike the event recently in Baja California wherein El Teo was targeted by the Army but only El Pozolero, his employee who got rid of the bodies, was captured. The underlings in both cases were sacrificed in order that a "message" be received. In both cases, the honchos were allowed to get away and, thus, permitted to continue what they are doing. To think otherwise, in my opinion, would be naive. Anybody can be betrayed at anytime for the right price.
