Second story on existing construction

I am currently looking at a small house to purchase and would need to add a second floor in order for it to accomodate my family.
The question I have is: Can a second floor be added if the first floor has only the 10cm by 10cm "Armares", or little pre fabricated reinforcing columns, inside the concrete supports?<p>Any feedback would be appreciated.

You need to ask a local architect to look at the property. In addition to what you can see -- the small columns -- there are questions about the footings and the soil which are best answered by someone familiar with local soil conditions and construction habits. It is unlikely that your addition would collapse the house, but it is quite possible that it could cause some settling that would crack the plaster. There is also the question of whether the city building department will allow the addition on top of the small columns.
