Entering Mexico with used pipe

Some questions do not belong on this forum but any help will be appreciated
The plan: Enter Mexico towing a goose neck trailer with 6000' of used pipe and a welding machine to build a barn at my brother in law's ranch in Colon.
Question #1- I have been told it is not possible to enter Mexico with used pipe, or that the import duty will be 100%, I purchased this pipe dirt cheap at a going out of bussiness auction, 100% duty will still make this pipe cheaper than I can purchase it in Mexico even with the cost of transportation
Question #2- The welding machine seems to be a paticular problem, many say that as long as it is declared and that I return with the machine all is ok, many say that I will have to pay duty,
Question #3- Pulling a trailer loaded with cargo (pipe),I have been told that to be able to haul cargo in mexico I need a Mexican commercial plate

Thanks in advance for the help

=: Question #2- The welding machine seems to be a paticular problem, many say that as long as it is declared and that I return with the machine all is ok, many say that I will have to pay duty,
I was recently told in Puerto Vallarta that there is only one company there supplying gases, electrodes, etc - These are different sizes than in Canada or the USA. Just a heads up if you are using MIG or oxyacetylene. I am also not sure if they rent tanks everywhere or anywhere in Mexico.
