Dave, just to clarify..... An ISP is needed 'anywhere' to give you your 'connection' onto the Internet. As Rolly mentioned you must 'connect' through any ISP available in your local in Mexico which at this point is likely going to be Telmex, the phone company. Once connected one is free to use 'any' web-based email provider (AOL, MSN, Yahoo, Gmail, etc.) just as you would/do in the US. This is true no matter where you might live on the globe as long as 'someone' is providing that initial connection to the Internet. Depending on where one lives in Mexico, the ISPs use either the local telephone system (dial-up or high-speed DSL), Cable System high-speed, Wireless Wifi high-speed (not to be confused with cellphone wireless which is also an option not often used) or Satellite service, all just like in the US (but not yet quite as omnipresent).
