There is a good English language library in Mazatlan in the colonial district of Olas Altas. There is also a bookstore in the Golden Zone and various places to swap books. There are two groups of expats that meet each week. One in Canucks Restaurant at 4 pm on Fridays in Olas Altas, and another group that meets in the Golden Zone area at the Las Flores Hotel pool area at 4 pm on Sundays. It will depend on the time of year you are in Mazatlan, as to how many expats you will find.
