New rules for importing cars

I read an article in El Imparcial yesterday about changes to the importation of cars. It was not well writen and I did not understand the whole article. According to the author as soon as the law is posted ( in a few days) the import fees will be dropped. No Agent will be required and you will simply pay the 15% IVA. Where I was confused is they said that presently cars had to be 15 years or older. I thought it was 10 years. Perehpas the 10 year rule was for trucks. The new rule will be 10 years. Does anyone have further information.

yes, please give us a link to where we can also read the "good" news. i tried to find the paper "el imparcial" using a search engine but there are several papers in mexico with that name.

Ok, here are 2 links to the stories. It appears the idea behind the rule change is to prevent the importing of junk cars. The actual print edition had more detail.

The next question is where can the 'nationalization' take place? Only at the border? At any aduana office?

I think (only think, mind you) that after this law takes effect one will only be able to import cars that are 10 years old. Before they could be from 10 years to 15 years old. IVA will be paid on the declared value.

And my Mexican friends seem to think that this will still only apply to Mexicans. Non-Mexicans will not be allowed to import/nationalize vehicles that originate from outside Mexico.

Is that what everyone else here understands?

i would not bank on any of what i've read about the issue. no one seems to speak with any certainty.

i hope we will hear what it all means in the very near future.

following rolly's thought: where will nationalization take place? who will benefit from the new regulation, if in fact there is a new legalization rule? what will the age parameters be for the vehicles that qualify??

hopefully we'll have some discussion on the above.

After reading the article, I am assuming this does not apply to bringing a vehicle into Mexico and getting a permit, but only to those wishing to nationalize their vehicle. Am I correct on this?

This just seems to go on and on with no end and no clarity.

Can anyone give me the specific name and way to contact a person either inland or at any border point who can process the nationalization of my 1998 Mercury Mountaineer, made in either Mexico or the US?

Is anyone sure that such nationalization can be done?

This paragraph is the most interesting to me (emphasis added):

But in a move that surprised environmentalists and new-car dealers, former Mexican President Vicente Fox sped up the process in August 2005, signing a decree to allow the import of vehicles 10 to 15 years old. That decree was modified this year to allow imports of only 1998 models for the rest of 2008. NAFTA regulations will go into effect Jan. 1, 2009.

what i'm really searching for is a better understanding of what i was told in a telephone conversation by an aduana's official in the mexican embassy in washington d.c. last fall.

i was inquiring as to when my friend hector's (undocumented mexican national living in u.s.) 1999 ford f250 pickup, would qualify for nationalization at the nogales boarder crossing. she said that 1999 vehicles of mexican nationals would be eligible for legalization\nationalization or whatever it's called, after October of 2008. to me, it meant that the model year began for legalization purposes in november of 2008. i still don't have it figured out but do have a mexican broker (gamas brokers) on the nogales, sonora side who can get the job done. i hope!!

it's too bad the mexican government doesn't better communicate to mexican nationals the regulations for what they can return with and how.

don't misunderstand my comment that gamas agentes in nogales, sonora ". . . can get the job done", was to imply that some how gamas could nationalize outside the window allowed by law. they made it clear, that 1999 vehicles could only be legalized when the law provides the opportunity.
