I want to set up my internet access so I can reach and use my Yahoo USA account from Chapala and haven't the slightest idea how to get beyond Yahoo MX. I would like to keep Yahoo USA as my home page and do all my mail and surfing from that site. Is this possible?

It doesn't matter what country you are in, you just have to have the correct yahoo home page address for the country you want. Try going not to the Mexican, or Canadian or other country yahoo web-page rather try going to the USA yahoo web page, which I believe has the following URL http://cm.my.yahoo.com/ Once there, you will be asked for your existing user name and password. You can then either make this page your home page or simply add it to your favorites list.
