San Miguel Celebrations and Holidays?

I had heard about the celebration of founders day in San Miguel called Dia de San Miguel Arcangel. I had heard there are fireworks and La Capilla Restaurant is a great place to go for dinner and then watch the fireworks. I keep getting conflicting reports on whether the celebrations are September 28 or 29th? Also, I've heard you can't see the fireworks from the restaurant so I'm confused!
