I can't say with real good authority but friends of mine always went to Belize and said that was the only way.
Another friend told me that Q Roo is a state that doesn't require renewed permits AS LONG AS you don't go out of Q Roo. (Again, I don't know if that is true but he had a van here for a few years until a Hurricane ate it for lunch).
