Avoiding Festivals and Rain

On our next trip we are planning to visit Veracruz, Xalapa, Xico, and Coatepec. We would prefer to avoid the crowds associated with festivals, and would hope rainy days would be at a minimum. So what is a good time to come down? We are thinking about late April or early May. The one Gulf Area guide book I have says Coatepec has a coffee festival on May 15. Is that a hard date or does the festival vary? And it appears that the real rainy season is normally later in the summer. So what can we expect weatherwise and festivalwise for the window of, say, April 15 through May 15? We will probably only have about a week to spend in the area within that window.

The coffee festival in coatepec is not held in the city center and should not impact on accessibility to anything in the city except itself (it is more like a county fair than a fiesta devoted to a town's patron saint). In my limited experience May precedes the rainy season and is relatively dry, with the emphasis on relatively.
