Today's La Voz de Michoacan newspaper http://www.voznet.com.mx/index.html has a story about repealing the entire "tenencia" tax on vehicles. The idea is up for discussion between April and Sept and legislators are confident that the repeal could go into effect by the end of 2007. ("It's practically a done deed." "Lifting this burden from people trying to live from day to day will be one of the first themes the legislators put on the table".) However, there is concern about where the money will come from to replace these funds in the state budgets. Here's an excerpt:

Este es un cambio de ‘otros’ previstos antes de septiembre

Zamora, Mich.- La cancelación del Impuesto de la Tenencia vehicular es prácticamente un hecho en este año, y es parte del gran paquete de “ingredientes” que conformará la reforma hacendaria, cuya aprobación debe ocurrir entre los meses abril y septiembre, antes de la negociación del presupuesto de 2008, previó el senador Santiago Creel.

Planteó que es necesario suprimir esa carga fiscal que impacta los bolsillos de quienes con esfuerzos se hacen de un medio de transporte para desarrollar su vida cotidiana; “será uno de los primeros temas que pondremos en la mesa”.

Precisó que por tratarse de un impuesto de carácter meramente local también deberá analizarse de qué manera pueden hacerse las compensaciones.

Ciertamente, expuso, es un gravamen que afecta a todos los propietarios de vehículos, pero la complejidad para lograr su cancelación “no es quien lo paga, sino quien deja de recibir el ingreso de ese pago, que son las arcas estatales”. En esa perspectiva, Creel especificó que, en consecuencia, los gobiernos estatales “tendrían un déficit”. Visto así, deberá analizarse de qué manera pueden hacerse esas compensaciones.

No obstante, también subrayó que “sí está puesto en la agenda y hay confianza de que saldrá este año, seguro”.
Paralelamente, adelantó que la fracción del Partido Acción Nacional (PAN) en el Senado impulsará una reforma hacendaria a partir, no de una propuesta, sino de un profundo diagnóstico del país respecto de grandes temas que tienen que ver con los ingresos, las finanzas públicas y la competitividad.

I just came across a site and remembered this thread. You might find this link interesting:

Here you can calculate the tenencia online! I remember some threads with some wild guessing about how it is calculated. Here is the answer.

Didn't work in Firefox for me only in IE.

I read recently that President Calderon was planning to cancel the tenencia. Is that the case? Has it been done? If so, when will the change take effect?

There hasn't been much publicity lately, but it is all apparently up to the National Congress. The executive department has already notified all the States to make other plans on how to replace the funds which would normally be collected by the tenencias and congressional approval of the cancellation is expected to be certain, but whether that approval has now been received and when it will take effect I do not yet know. If it has been announced I missed it.

My own expectation is that it will be effective in 2008 since it is too late to become effective in 2007. Here in Zacatecas the March 31 deadline for payment of the tenencias has already passed.

Does anybody have firm information?

Tenencia is the tax paid on a vehicle with Mexican license plates for the right to own and drive the car on Mexico's roads. The tax was instituted in 1968 to help offset the cost of the Olympic Games, held that year in Mexico. The tax is paid each year for the first ten years of any vehicle's existence.

It looks like the tax will be abolished this year.

Thank you. They are putting another $20/year tax onto our auto licenses up here for the right to own and drive the car on our roads. Guess when one country wins some, another country loses some.
Getting older and still not down here.
