Laredo Border Crossing

Can anyone provide some general directions to get to the new facility in Nuevo Laredo that issues and cancels the car importation permits and tourist visas? Even though it is closer to the bridges than the old place near the railroad station, we had a little trouble finding it on the way down. I'm wondering if there are any signs or "landmarks" we can look for going north into Nuevo Laredo. Also, is it better to follow signs for Bridge 1 or 2? Thanks.

We came through 5 days ago coming home. We got lost going down and we got lost coming back. Bridge I is closed for repairs and has foot traffic only, but they don't tell you till you are already into a mess by the river. The car permit signs that are supposed to tell you where to go just "run out" about half way there. We finally got a friendly Mexican cop to escort us there on the way into Mexico after we had wandered around for a half an hour. On the way back we got lucky and began to recognize stuff from the first fiasco and got there to turn in our permits. This isn't directions, but just our experiences to let you know it isn't going to be easy. Andy.
PS When you are at the car permit place you are below and between both of the bridges, you can see both of them from the parking lot.

...I-35 follow the signs to Bridge #2. After you cross the bridge you will come to the Aduana red light/green light affair. If you get a green stay in the left-hand lane. Turn left at the first street and you will see signs directing you to the car-permit place. (It is sort of out of the way.)
After you get your permit stay on the 4-lane divided road--it will ultimately cross under the highway to Monterrey and you will avoid the center of Nuevo Laredo.
