Actually you just go to the booth across from where you check in with the airlines, in the airport Departures area.

When we we went to check in in September INM was not open so I asked the airline rep what we were supposed to do and he said the airline reps are authorized to process your forms when INM is not open. (We were able to wait until they opened at 10:00 am)

Don't ever do what I just did twice in a row. I use a smart phone now for my boarding pass, which has made me pretty dumb! Twice I found myself sitting at the gate having bypassed Immigration and consequently I was sent back at the last minute to get it stamped. I am generally a person who likes to arrive 3 hours ahead and relax, so racing through the airport, out of security, running over other folks made dumb by staring at their phones as they walk, standing in line to get my stamp and then racing back through security and always to the last possible gate has not been a good time for me.
