I don't believe this problem is only for the Chapala area. The way I understand the article, the people in Mexico City are shutting down or slowing drastically the program. That should affect everyone, not just Chapala. If I misunderstood, please correct me.

I got another client his Retorno Seguro today and he is on his way north, other client arrived in the US yesterday after I got his, said he was stopped 4 times on the way and asked for papers, glad he had them.

No, it just requires knowing how to do it and two trips to Guadalajara, no cost. If you goof, three trips. Sometimes an inspection of the vehicle is required so we present it and have 2 receipts and then get SATs blessing and then have an attorney or law student ready to go if there is a traffic stop to make sure there is no detention.

I am the person that got stopped 4 times on my trip. It was a good thing I had the proper paperwork. One Federales wanted to impound the car because I was not the owner. He had never seen a Returno Seguro and did not believe my paperwork was real. I convinced him to call his jefe who confirmed my paperwork was legit. He was very professional and apologized for my delay.

The returno seguros paperwork from SAT is given for no cost. I didn't want to make the trips to Guad and spend all that time, with my barely passable Spanish, trying to get the paperwork myself to save a couple of pesos. The 1000 pesos Spenser office charged was money well spent.
