MazDee this is kind of on the periphery of the actual topic being discussed here, but I'm dubious that your friends have a savings account that is drawing 10% interest no matter how limited the access (unless it is NEVER!). The last time I saw, HSBC was offering 4.5% for online savings.

But said differently, please ask your friends to verify, and then please report, if they are actually gettingthat kind of interest on their savings or any other secured instrument. I'm jealous!

Friday I tried to open an account at Citibank (affiliated with Banamex). They would not open an account for me as I did not have any residence NoB, except for my tiny casa at Postboxes in Laredo.

Evidently, they will open the account for me if I bring my deed, electric bills, and phone bills from my Mexican residence - as I will do soon. They have to verify residence, though it can be in Mexico. They explained it was related to the Patriot Act.
