The story always was to flag down a passing TelMex truck and offer the guy $100 US or so if you're really desperate. A friend of ours tried that and was chewed out royally at TelMex and almost got in trouble! She got her phone in a few months the usual route. So many people here use cell phones because of the delays. I agree with your decision, buy the line!
