These are federal laws and rules. Be very careful of what you “understand“. You will no longer be a tourist in a free zone, but a permanent resident with a new set of privileges and requirements. You cannot have it both ways. A worst case scenario would be a serious automobile accident, with unjuries, fatalaties and/or damage to infrastructure. Your insurance might not pay, since you were illegally driving a foreign vehicle, etc., etc. If you plan to be a permanent resident of Mexico, please abide by the rules. It can get very complicated if you do not.

These proposals are not correct for 'Bnolis100".'s plans.

The rules are the same for Visitors, Resident Temporal, & Permanent Visa holders for having foreign plated vehicles in the 'Free Zones' of Baja California, BCS, Quintana Roo, and parts of Sonora.

This has been the law (in both published rules & actual enforcement policies) since Nov. 2012.

We have 1000's of RP's & RT's driving their foreign plated vehicles around Q. Roo for 5 years, with no temporary vehicle import permits. Aduana simply requires that the vehicle:
~ Have current Mexican insurance.
~ Have current license plates & current registration from their home State or Province.

The plan that Bnolis described above is fine for driving around Aduana's 'Free Zones'

Sidebar: In Q.Roo, a few of the Federale Policia inside the Cancun airport (Federal property) have occasionally not followed Aduana DF's official rules on this.
