Here is a lengthy run-down on electricity rates, and (confusing) allowable usage levels, through the various zones. La Paz got a HUGE break two summers ago and was reclassified to 1E. The Governor of Sinaloa had assured us that our rates in Mazatlan would go from 1D to 1E as well, but it didn't happen. This makes all the difference since air conditioning for sleeping is considered an absolute necessity in oppressive humidity like we experience. It's decided by the summer temperatures (not the humidity level, unfortunately) and we are recorded at 31C instead of the necessary 32C, which La Paz was able to prove.

Here is the list of permissible usages before the subsidy vanishes.
