Once again the consulates prove they don't know squat about Aduana's rules. The law clearly allows a two or three wheel vehicle or ATV to be hauled or towed into México on the permit of the hauling vehicle.
I'd love to hear from folks who were told something about Aduana at a consulate that turned out to be correct.
