Unfortunately, from my own experience, any Mexican bus from Matamoros to Nuevo Laredo (both Mexican cities) will go through Monterrey.
In fact, you will probably change buses in the Monterrey central because I doubt that there will be a through bus.
However, you could go to Matamoros, cross the frontier into Brownsville, and from there take a Valley Transit bus on the American side to Laredo. Then at Laredo cross over into Nuevo Laredo and get your "visa redone". This is what I would recommend based on the unrest all along the frontier on the Mexican side. But why do you have to go to Nuevo Laredo to have this done? Couldn't you do it there in Matamoros? This is something new to me so I'm wondering. I have never had a visa (other than tourist visa) to enter Mexico, and a tourist visa can(or used to) be picked up anywhere along the frontier.
Would it be possible to take a bus from Veracruz to Mexico City and then from there to Nuevo Laredo? I would still worry that even this possibility would go through Monterrey as that is the the normal route from Mexico City to Nuevo Laredo.
If anyone should know differently, I hope that you hear from him/her.
