My interpretation is that the "180 days in one year" rule does not apply to foreigners, i.e., non-Mexicans.

I think this rule applies only to Mexican citizens resident outside of Mexico, and is aimed at stopping the flow of chocolates (illegally imported foreign-plated vehicles) into Mexico.
